| 摘 要： | 信息公平是保障公民基本文化权益的基本原则与主要内容。公共图书馆是实现信息公平的制度安排与组织保障，公共图书馆的公平服务为信息公平的实现提供了有效的方式。公共图书馆公平服务需要覆盖全社会的公共图书馆服务体系和完善的服务保障机制来支持。
