| Abstract: | How to enhace self-developing ability of the minority areas is a fundamental problem to be solved in their various undertakings during the grand exploitation of western regions.These undertakings include:strengthening the construction of base facilities,building up pillar industries,implementing the strategy of sustainable development,improving human quality,optimizing nationalities culture,carrying out the reform and open-door policy,broadening the production market,etc. |
