论西部大开发的实质

对比了我国历史上已经有过的西部经略和西部开发,结合当前我国的国内国际形势,认为西部大开发的性质只能是建构全国社会主义市场经济体制的一个不可分割的部分。西部大开发只能遵循市场经济的规律办事,克服长期执行计划经济造成的不利影响,方能达到预期的目标。西部大开发必然面对我国西部各民族很不相同的传统文化,为了使这些传统文化调适于社会主义市场经济的要求,就必然要引导这些传统文化经历升级重构,建构起多元一体化的全国市场经济体制来,这乃是西部大开发的实质所在。

On the Nature of the Grand Exploitation of the Western Region

The authors of this paper draw the condusion that the present grand exploitation of the Western Region is an indispensable part of building the national socialist market economy, that, only by adhering to the law of market economy and by overcoming the influence of the long practice of plan economy in the past,can this grand undertaking achieve the desired result, that this great plan will inevitably face the traditional cultures of the minority peoples in the Western Region,which have to be upgraded and reconstructed so as to meet with the demands of the socialist market economy, and that the nature of the grand exploitation of Western Region lies in the building of a pluralistic as well as integrated national market economy.
