农业社会化服务如何促进小农户与现代农业有机衔接——一个理论分析框架

在我国农业社会化服务产业发展过程中，农民合作社等各类农业社会化服务组织各展所长，优势互补，农业生产托管日渐成为农业社会化服务的新趋势，在我国农业生产中扮演着日益重要的角色。农业社会化服务通过改变资本-劳动力的要素投入结构等抑制小农户抛荒，通过提供资金支持等促进小农户规模经营，通过增强小农户绿色生产意识等促进小农户绿色生产，分别对应现代农业的三个方面：高效农业、规模农业、绿色农业，形成一个农业社会化服务促进小农户与现代农业有机衔接的理论框架。下一阶段，应将农业生产性服务业列为产业兴旺的重要内容，大力发展农业生产托管经营模式，深化农业绿色补贴制度改革，推进中国农业社会化服务高质量发展，进一步促进小农户与现代农业有机衔接，加快实现“大国小农”下的农业现代化。

How Does Agricultural Socialized Service Promote the Organic Connection between Small Farmers and Modern Agriculture:A Theoretical Analysis Framework

In the development process of agricultural socialized service industry in China,and farmers' cooperatives and other agricultural socialized service organizations are displaying their strengths and complementing each other.Agricultural production trusteeship has become a new trend of agricultural socialized service,playing an increasingly important role in China's agricultural production.Agricultural socialized service suppresses the abandonment behavior of small farmers by changing the factor input structure of capital and labor force,promotes the scale operation behavior of small farmers by providing financial support,and promotes the green production behavior of small farmers by enhancing their awareness of green production.It corresponds to the three aspects of modern agriculture:high efficiency agriculture,scale agriculture and green agriculture,forming a theoretical framework of agricultural socialized service to promote the organic connection between small farmers and modern agriculture.In the next stage,it is suggested that agricultural producer services should be listed as an important part of industrial prosperity,and we should vigorously develop the management model of agricultural production and trusteeship,deepen the reform of agricultural green subsidy system,promote the high-quality development of China's agricultural socialized services,increase the organic connection between small farmers and modern agriculture,and speed up the agricultural modernization in a large country with small farmers.
