武陵山区多维贫困的测量、分解及政策蕴含

以往的研究主要集中于武陵山区农民的经济贫困，对农民的多维贫困状况却鲜有关注。通过对该地区农民的多维贫困进行测算和分解后发现，武陵山区农民的多维贫困水平显著高于2006年中国农村的多维贫困水平；其中卫生设施、燃料、住房这三个维度对该地区的多维贫困指数贡献率最大；贵州省农民的多维贫困状况最为严重。因此要改善武陵山区农民的多维贫困状况，一要设法打造经济增长极，促进区域经济发展；二是建议国家设立“武陵山区专项扶贫基金”进行“特困特扶”；三要加强农民职业培训，提升农民素质，改变农民生计方式。

Measurement,Decomposition,and Policy Implications of Multidimensional Poverty in Wuling Mountainous Areas

The previous study on poverty in Wuling Mountainous Areas was mainly focused on economic poverty,and less attention was paid to the multidimensional poverty of the farmers there.Through measuring and decomposing multidimensional poverty,it is found that the farmers’ multidimensional poverty in Wuling MountainousAreas is obviously higher than that in the rural areas of China.The three dimensions of heath facility,fuel,and housing contribute the highest rates of multidimensional poverty in the area,with Guizhou being the most serious.To shake off the dimensional poverty in Wuling Mountainous Areas,we should firstly create economic growth poles and increase regional economic development;secondly,special funds should be raised in the area to provide aid for those exceptionally poor;and thirdly,vocational training should be given to farmers to promote their quality and change their way of living.
