| 摘 要： | 权力结构是指权力在各权力主体之间的分布状况或排列组合方式。其主要类型有：“强弱弱”权力结构、“强强弱”权力结构和“强强强”权力结构。在“强弱弱”权力结构中，行政部门滥用行政权的现象会非常严重，在“强强弱”权力结构中该现象会有所减缓，只有在“强强强”权力结构中，这种现象才能得到最大限度的抑制。因此改变权力结构，特别是提升市民社会在权力结构中的权力比重，对于有效制约行政权至关重要。

| Abstract: | Power framework means the distribution or combination of power among the power subjects.Its main categories fall into the following types:Strong-Weak-Weak type,Strong-Strong-Weak type and Strong-Strong-Strong type.In Strong-Weak-Weak type,the phenomenon of abusing administrative power will be considerably serious;In Strong-Strong-Weak type,this phenomenon will be lessened to some extent;Only in Strong-Strong-Strong type,will the phenomenon be restrained to the farthest extent.Therefore it is very important to adjust the power framework,especially to increase the power proportion of the civil society,in order to restrain administrative power effectively. |
