权力运行法治化：国家治理体系现代化的关键

国家治理本质上就是运用国家权力治理国家，国家治理体系现代化的首要衡量标准也就体现为国家权力运行法治化。实现国家权力运行法治化既是法治国家思想的必然理论逻辑，也是我国国家权力运行体系现代化的迫切现实诉求。国家权力运行法治化是一项系统工程，包括权力配置的法治化、权力运行过程法治化、权力监督法治化和权力支持体系法治化，它不仅取决于权力结构本身的制度机制建设，也取决于社会的法治意识和政治文化变革。因此，要从德法并重的价值取向、制度化的依法执政体系、规范化的权力制约机制、立体化的权力监督机制等方面入手来推进国家权力运行法治化。
