| 摘 要： | 从分析科学发展观与高校图书馆的管理与服务创新的关系着手，论述了高校图书馆的管理与服务面临的主要问题以及科学发展观视域下高校图书馆的管理与服务创新必须更新观念，实现四个新突破，并进一步提出了创新高校图书馆管理与服务的三个举措。
