摘    要:技术进步是行政文化创新的重要动力。从耗散结构理论的视角看,行政文化是一个开放的系统,行政文化创新可视为一个开放能量交换的系统耗散过程。技术进步通过强迫改造机制、反馈调节机制和能量传输机制的内外共同作用,不断强化行政文化系统的耗散结构属性,触发行政文化系统内部的非线性作用,诱发系统内外随机因素的“涨落”,推动行政文化系统跃迁到另一个稳定状态,进而形成新的有序结构,实现行政文化创新。

Abstract:Technological progress is an important driving force for the innovation of administrative culture.From the perspective of dissipative structure theory,administrative culture is an open system,whose innovation can be regarded as a dissipative process of open energy exchange.Technological progress strengthens the dissipative structure attribute of the administrative culture system and triggers its non-linear function through the internal and external interaction of the forced transformation mechanism,the feedback adjustment mechanism and the energy transmission mechanism.The fluctuation of random factors inside and outside the system is induced,which promotes the administrative culture system to move to another stable state,thus forming a new orderly structure and realizing the innovation of administrative culture.
