论城市社区微治理运作的内生机理及价值

社区治理是社会治理的基础和重要组成部分，在具体运行过程中存在着“管控”与“自治”双重向度的现实困境。面对社会结构多元化、居民需求异质化的现状，城市社区推行“微治理”这一基层社会治理实践创新。通过发挥多元协作、降缩单元、利益联结、赋权增能等机理优势，“微治理”有效弥补了社会管理和公共服务领域中政府“越位”及社会“缺位”的不足，实现了社区治理的精细化、差异化、扁平化和高效化，促进了社区参与氛围的营造及多元共治格局的形成。

On the Endogenous Mechanism and Value of Micro-governance in Urban Community

Community governance is the foundation and important part of social governance.In the course of concrete operation,there is a realistic dilemma of management and autonomy.Facing the diversified social structure and the heterogeneity of residents' needs,some urban communities have implemented "micro-governance",a practical innovation of social governance at the grass-roots level.By giving full play to the advantages of multiple cooperation,reducing unit,interest connection,and empowerment,"micro-governance" effectively makes up for the government deficiencies in social management and public services,realizing the refinement,differentiation,flatness and high efficiency of community governance and effectively promoting the participation and multi-governance of the urban community.
