我国建筑业行业协会的发展研究

行业协会应该是一个代表行业内所有会员利益的非政府组织.但我国建筑业行业协会基本上是政府主导型协会,他们实际上代表的是政府和各大国有企业(施工企业、勘察设计等大型国有企业)的利益,无法发挥行业协会应有的行业自律、协调、服务职能.伴随着政府职能和管理手段的转变,行业协会势必要担负起行业管理的重任.但目前,同需求相比,我国建筑业行业协会的发展严重滞后,改革势在必行.

Development of the Associations of Chinese Construction Industry

It is claimed that the industrial associations should be a nongovernmental organization that represents the interests of membership. But actually they are still affiliated to the government and representative of interests of both the government and the large scaled state-owned enterprises. They cannot function as an organization of self-regulation, self-coordination and self-service. With the transformation of administrative function of the government, the industrial association should be responsible for the industry management. As a matter of fact, development of industrial association is far lagging behind of what it should be, and its reform is imperative.
