保持中国经济持续快速增长,关键是促进产业结构升级.仅局限在经济领域内用纯经济的手段,不能有效实现其目标.必须通过技术进步,从改善微观经济的构成要素及扩充经济系统边界条件等多方面入手,激发其内在的原动力.以技术创新推进产业升级,须进一步深化科技体制改革,加大研发投入,重视研发队伍人力资源建设,同时努力构建新型的社会文化,营造有利于技术人才成长的良好氛围.

Active Relationship Between Technological Development and Industrial Structure

The key to keep the sustainable and swift development of Chinese economy is to promote industrial structure upgrade. However, the pure economy means within the economic fields cannot achieve its aims effectively. We can make it through many ways such as technological advancement, the improvement of critical elements in micro-economy and the expansion of boundary conditions in economy system to stimulate its internal motivation .In order to upgrade industrial structure by technological innovation, structural reform in science and technology has to be deenped further and investment in research and development has to be increased. Meanwhile, the construction of human resources for research and development team has to be stressed. We must make great efforts to construct the new type social culture and create harmonious atmosphere which is good for qualified scientists and technicians.
