就业发展“十三五”基本思路与目标--构建更高质量的充分就业型社会

基于“十二五”时期我国就业发展相关规划指标和统计数据，对“十二五”时期就业目标完成情况进行中期评估，结果显示：“十二五”规划城镇新增就业的目标提前实现，就业结构进一步优化，我国城镇新增就业岗位更加多元。“十三五”时期，我国就业形势总体将趋于缓和，同时也面临多方面机遇和挑战。“十三五”期间我国应以实现更加充分的、更高质量的就业作为就业发展的总体目标，坚持就业优先，以创业带动就业，继续实施积极就业政策，着力做好重点群体就业工作，健全促进就业创业体制机制，使就业发展与经济增长、结构升级协调推进的基本思路，着力完成六项重点任务：以创业为新的就业增长极，打造创业型社会；继续实施就业优先战略和更加积极的就业政策；继续做好高校毕业生、农村转移劳动力、城镇困难人员、退役军人等重点群体的就业工作，构建青年友好型就业创业体系；加强职业技能培训，建设现代职业教育体系；健全人力资源市场，完善就业服务体系；构建和谐劳资关系，完善就业援助机制。

Goals and Outlines of Employment Development in the 13th Five-Year Plan:Constructing a higher-quality labor market with full employment

Based on the related planning targets and statistics ,this article conducts the midterm appraisal of the employment in the 12th Five-Year Plan .The results show that the goal of increasing employment in ur-ban area has been accomplished in advance and that the employment structure has been ameliorated with di-versified employment positions provided .In prospect of the 13th Five-Year ,the overall trend of employ-ment will be steady while opportunities and challenges go hand in hand .To cope with the circumstances , the goal of developing fuller and higher-quality employment should be set .Furthermore ,to match the de-velopment of employment with economic grow th and structural improvement ,there are six major focuses in employment promotion .First of all ,entrepreneurship should be the main driver of employment in order to construct an entrepreneurial society .Second ,employment policies with prioritizing employment and posi-tive incentives should be implemented continuously . Third ,population of college graduates ,rural labor force ,urban impoverished people and retired military personnel should be allocated properly .Youth-friend-ly society is ought to be established at the same time .Fourth ,in-job training should be strengthened to form modernized education system of employment .Fifth ,the market of human resources and human capital should be improved to ameliorate the service system of employment .Last but not least ,the relationship be-tween employers and employees should be harmonized in order to form a better employment aid system .
