西部农村全面建设小康社会的几点思考

我国西部农村要实现全面建设小康社会的战略目标,存在自然环境恶劣、农业生产落后,交通不便、封闭严重、商品经济不发达,人口整体素质偏低等制约因素.因此,应在全面规划基础上,改善不断恶化的生态环境,增加西部农业补贴支出,大力发展农村教育,努力发展乡镇企业,建设小城镇,推进小康社会建设目标的实现.

To build a well-off society in an all-round way in western China's rural areas has become a new strategic target of our nation.However,the fulfillment of the target in these areas is much constrained by such factors as the adverse natural conditions,the backward agricultural production,the insufficient means of transportation and communications,the underdevelopment of commodity economy and the poor quality of human resources.Therefore,the way out is to a work out a long-term overall blueprint to stop the deterioration of the local eco-environment,increase the expenditure in subsidizing their agriculture,enhance their education level,develop the township and village enterprises and finally bring about the realization of a well-off society.
