| 摘 要： | 产业政策是否有效是经济学界长期争论的问题。本文从企业能力理论的角度对产业政策的有效性问题进行了分析,认为能力构建导向的产业政策对产业发展会起到有效的作用。产业政策应该强调竞争性,鼓励企业的自主研发和能力构建。

| Abstract: | It has been a long-disputed question in economics whether industrial policy is effective or not.This paper makes an analysis to the question of industrial policy effectivity from the angle of capabilities theory.It thinks that the capability-oriented industrial policy can be effective to the industrial development,The industrial policy should emphasize competitiveness,encourages the enterprise's self-determined R & D and capability-building. |
