| 摘 要： | 环渤海地区,行政协议已成为实现合作和解决争端最为重要的区域法治协调机制之一。面对区域经济一体化的现实要求,尽管在个别行政领域必要的统一也许是合理的,但总体上并不能以统一为基本的模式进行选择,而应当是地方政府间的积极协作;在依法治国的背景下,政府间的协作应当是一种制度化合作,主要是行政协议。
