绿色发展及其实践路径

从黑色发展、可持续发展到绿色发展,关于发展的概念与理论假设发生了重要转变。绿色发展是对传统发展道路的一种模式创新,是可持续发展的理论深化和实践推进。绿色发展具有多层内涵,中国实现从黑色发展到绿色发展的转型兼具理论可能性与现实可能性。实现绿色发展必须从科技创新体制和绿色企业文化建设、政策变革与制度建设、公共政策伦理建设和消费文化建设等实践路径着手推进。

Green Development and Its Ways of Implementation

In the evolution from black development, sustainable development to green development, the concepts and theoretical assumptions related to development have undergone significant transformations. Green development, as an innovation of the traditional way of development in mode, pushes forward the idea of sustainable development both theoretically and practically. Green development has multi-layer connotations, and it is theoretically and realistically feasible for China to transform from black development to green development. This article contends that, to realize the green development we must commence with practices of scientific and technological innovation, construction of green enterprise culture, reforms and development of policies and institutions, and the development of public policy ethics and consumption culture.
