我国出口“一带一路”沿线重点国家或地区高铁列车产品认证策略研究

动车组作为高速铁路的核心装备,随着“一带一路”铁路建设项目的进展正在积极“走出去”。我国出口“一带一路”沿线重点国家或地区高铁产品认证过程中面临准入制度和技术标准差异较大、尚未形成检验检测认证互认格局、认证过程复杂的问题,按照产品认证特点和难度将国家或地区划分为四类,代表国家或地区分别是欧盟、印尼、非洲、俄罗斯。针对不同国家或地区的具体情况,我国出口“一带一路”沿线重点国家或地区高铁列车产品认证的应对策略,可以分别从参与国际铁路标准制订和修订、建立适用于高速动车组国际化技术规范体系、不同国家采取不同的市场推广战略、争取尽快获得TSIs采信实现自主检测四方面各有侧重的开展认证工作。

Certification Strategy of China's High-speed Train Products Exported to Key Countries or Regions Along"One Belt and One Road"

As the core equipment of high-speed railway,EMU is actively“going out”with the progress of“One Belt and One Road”railway construction project.However,the certification process of high-speed railway products exported from China to key countries or regions along the“One Belt and One Road”faced with many challenges such as gaps in access systems and technical standards,lack of mutual recognition for inspection and certification,and complicated certification process.Based on characteristics and difficulties of product certification,representative countries or regions are mainly categorized into four groups,namely,EU,Indonesia,Africa and Russia.Given specific situations of different countries or regions,the coping strategy of the high speed train products exported from China can be carried out from the following four aspects:participating in the formulation and revision of international railway standards,establishing a normative system applicable to the internationalization technology of high-speed EMU,adopting different marketing strategies,and striving to obtain TSIs access to achieve autonomous detection.
