构建和谐社会之弱势群体保护的经济学分析

构建和谐社会,就要从根本上解决弱势群体的保护问题。我国弱势群体主要由六类人构成,经济上贫困、文化教育程度低、社会地位低、社会承受力脆弱是其基本特征。从经济学角度而言,弱势群体的产生主要是由制度性原因(基本经济制度转变、经济转型)和工作性原因(政府工作失误导致政府失灵)导致的。保护弱势群体的主要对策:坚持以发展促和谐;建立有效的利益表达机制和利益均衡机制;更加注重社会公平;制定扩大就业的产业发展政策;促进教育机会均等。

An Economic Approach to Protection of Disadvantaged in the Construction of Harmonious Society

Solving the problem of the disadvantaged is essential to the construction of a harmonious society. Comprised of six sectors, the disadvantaged in China is basically characterized by their financial poverty, low level of education, and low social status and friability. The emergence of the disadvantaged is due, economically, to some institutional defects and governance errors. The author proposes that some countermeasures must be taken to tackle the problem: to achieve harmony through development, to establish an effective system to manifest and balance different groups' interest, to promote social justice, to increase employment through industrial development, and to ensure equal opportunity in education.
