| 摘 要： | 在分析辽宁省发展"低碳经济"的必要性和迫切性的基础上,总结了"十一五"期间辽宁省已有的"低碳经济"实践。结合辽宁省产业结构及能源利用特点,提出辽宁省进一步推进低碳经济的思路,应为注重"节能"提供的新兴产业契机,"低碳经济"推行在生产与生活领域并重。其战略部署为:成立区域性低碳技术研究中心;设立低碳技术扶持基金;设定行业低碳技术标准。

| Abstract: | The urgency and necessity of developing low carbon economy in Liaoning province are analyzed.The development of low carbon economy in Liaoning during the 11th five-year plan is summarized.According to the industrial structure and energy utilization characteristic of Liaoning,the author proposes that attentions should be given to the industrial opportunities emerged with the tendency of energy conservation.Low carbon economy should be implemented both in production and living fields.As concrete measures,the government of Liaoning province should establish a regional low carbon technology research center,found a fund for low carbon technology,and set the low carbon industry technical standards. |
