长三角区域性社会突发事件治理中的地方政府协作机制分析

利益主体多元、行政区分割、绩效评估价值与区域性社会一体化的悖论以及多中心体制与合作协调的悖论等使得长三角地区的地方政府竞争呈现出较明显的无序状态,由此导致地方保护主义和市场分割而形成行政区个体,区域性社会突发事件治理资源得不到最优配置。文章分析了长三角区域公共合作关系、区域公共政策协调、区域公共治理合作主体、区域性社会安全构建的社会基础和可行性策略,指出,社会性突发事件治理中长三角地方政府协作机制关键在于区域性社会一体化,区域内的利益冲突应该让位于区域性社会发展大局。
