分层与衔接:构建医疗社会保障城乡一体化——基于对W市的调查

目前,由"城镇职工医疗保险制度"城镇居民基本医疗保险制度"和"新型农村合作医疗制度"构成了我国社会医疗保险体系的"三张网",要想实现"城乡医疗社会保障一体化"的目标,每个制度构建本身与制度之间还存在不少问题。本文在调查分析W市医疗社会保障制度实施现状、问题和借鉴国内外先进经验的基础上,提出了按照"制度全覆盖、筹资多渠道、保障分层次、政策可衔接、管理趋统一"的原则,构建"城乡医疗社会保障一体化"的设想。

How to Integrate Medical and Social Security in Urban and Rural Areas: by Taking W City as an Example

At present,the system of medical insurance for urban workers,the basic medical insurance system for urban residents and the new rural cooperative medical system constitute China's social medical insurance system.Problems of each system and the conflict among the systems are obstacles for us to achieve the goal of integrating medical social security in urban and rural areas.Based on the investigation of present situation,problems of medical and social insurance systems in W city and analysis of advanced experience from both home and abroad,the author proposes that,to integrate medical social security in urban and rural areas,we should implement the full-coverage of the systems,raise fund from various channels,perform security in levels,link the related policies and carry out a centralized administration.
