当前韩国民族主义对中韩关系的现实影响及我国对策

近年来韩国民族主义的负面影响不时突显并时有发作,这成为影响中韩关系持续发展的一种潜在不稳定因素。当前,韩国民族主义具有民族历史的悲情性、民族心理的自大性、民族性格的情绪性等三大特点,其对中韩关系的现实影响主要集中在三个方面,即政治上近而不亲、贸易保护主义抬头、民间友好度有所下降。为此,应当从中韩关系的大局出发,着眼于全面推进和持续深化中韩战略合作伙伴关系,从基本原则——制度框架——人员交往三个层面稳步推进,尽可能地规避和减少韩国民族主义对中韩关系造成的负面影响。具体而言,一是坚持"学术与政治分开,现实与历史分开"的原则,尽量避免刺激韩国的历史悲情主义;二是发展中韩关系要进一步加强规范化和制度化建设;三是处理中韩双边争端时要树立和引入法制化思维;四是继续扩大中韩之间人员交流,不断改进和创新交流方式;五是合理疏导民众情绪,防止民间情绪的对立及对抗。

ROK’ s Nationalism：Realistic Impact on China-ROK Relations and Countermeasures of China

Recently , the negative impact of the ROK ’ s nationalism becomes a potential destabilizing factor for the sustainable development of China -ROK relations.Characterized with pathos in the national history , arrogance in the national psychology and emotionality in the national personality , ROK’ s nationalism harms the China -ROK relations, demonstrating as the near but not close political relations , rising trade protectionism and declining folk friendship .Focusing on comprehensively promoting and continuing to deepen the China -ROK strategic cooperative partnership , China should strengthen the basic principles , institutional framework and personnel exchange in re-spect to the ROK, by which to avoid and reduce the negative impact of ROK ’s nationalism.Concretely speaking, China should firstly stick to the principle of “separating the learning and politics , as well as the reality and history”so as not to stimulate the ROK ’ s pathos in the national history .Secondly , China should strengthen the standardiza-tion and institutionalization in developing China -ROK relations.Thirdly, the legal thinking should be introduced in dealing with the bilateral disputes .Fourthly , China should continue to expand the personnel exchange by impro-ving the communication way .Finally, the public mood should be reasonable channelized and prevent the emotional opposition and confront of folk mood .
