| 摘 要： | 在我国,公务员是指行政机关中除工勤人员以外的所有工作人员。对公务员的角色定位不能是 撜稳恕⒕萌嘶蛘叻扇?而应该是公务人?。行政有三大特征,即公共性、法律性和政治性;与之相对应,公务员职业也具有公共性、政治性和法律性三属性,其中公共性是公务员职业的根本属性。

| Abstract: | In China, officials mean all the working staff of the government except odd-job persons. They are just public servants and no ones who tend towards politics, economy or law. The work of the government is characteristic of the public, legal and political, thus officials having all these features, among which the first is most important. |
