人类社会在经济发展中,就与环境的关系而言,经历了三种模式:传统经济模式、生产过程末端治理模式、循环经济模式。其中循环经济模式本质上是一种生态经济,它倡导一种与环境和谐的经济发展模式,以资源节约和循环利用为特征,在现实操作中遵循减量化、资源化和无害化原则。发展循环经济是我国推进可持续发展战略的需要,它是我们应对入世挑战、增强国际竞争力的重要途径。

Promoting the Development of Cycling Economy--On Setting Up A View of Scientific Development

With regard to the social environment of human beings, there are three patterns of economic development: traditional economy, end improving of productive process, and cycling economy. And the last one, being an ecological economy, favors an environmental harmony, featuring the saving and cycling of resources, and, in practice, the carrying-out of reduction, resourcefulness and harmlessness. It is vital for us to develop cycling economy so as to meet the need of sustainable development, the challenge of entering WTO, and the enhancing of international competition.
