| 摘 要： | 该文以河南省为例,探讨了旱涝灾害发生和发展的主要原因,重点分析了水利建设、生态建设对防治旱涝灾害的重要性及其相互关系。同时,文章还分析了在山丘地区建设“绿色水库”与平原地区建设“黄色水库”的必要性和可行性,提出了只有增加森林植被覆盖,才能有效地防止水土流失,改善生态环境,进而从根本上减轻旱涝灾害。

| Abstract: | Taking Henan Province for an example,the paper analyzes the main causes of drought and waterlogging disasters and lays special stress on analyzing the significance and relationship of water conservancy,ecological establishment and preventing drought and waterlogging disasters.At the same time,the necessity and feasibility of building"green reservoir" in hillock area and "yellow reservoir" in plain area are analyzed in the paper.At last some suggestions,such as increasing the ratio of forest convering,are put forward for effectively preventing soil and water erosion,improving ecological environment and then essentially reducting drought and waterlogging disasters. |
