| 摘 要： | 以广义的行政体制改革为视角,评价了行政体制的作用及弊端,并提出了要全面开创行政体制改革新局面,应进一步加快转变政府职能,继续推进大部制改革;保持合理政府规模,建设节约型政府;减少行政层级,调整行政区划;推进财税体制改革,调整中央与地方关系。使行政体制在中国改革开放进程中发挥更大的支撑和保障作用。
