摘    要:农村劳动力转移存在迁出地的推力和转入地的拉力,然而,既有的城乡二元身份障碍的离心力、用工制度恶化的排斥力和乡村企业分流力等,形成了当前中国劳动力转移的强大阻力。利用SA8000等劳动规则制度为动力平台提升用工环境,借助劳动身份重整为动力前提优化劳动力主体地位,推行职业培训教育券提高劳动职业能力为转移动力持续性保障以及建构多元化劳资纠纷解决系统成为化解涉劳冲突动力路径,将为劳动力良性转移提供强大而平稳的转移动力系统。

Abstract:As for the transference of rural labor force,pulling forces by the destination area and thrusting forces from the source area coexist.However,the status discrimination,the deteriorating working surroundings and the temptation from rural enterprises have played a significant role in resisting the transfer of rural labor force in China.For the purpose of setting up a powerful and balanced driving mechanism for the labor force transfer,the paper put forward a series of measures such as improving working conditions with the system of SA8000,eliminating the status discrimination by adjusting social status of workers,advancing the professional competence by implementing special training tickets,optimizing labor force status by means of readjusting labor force identity and resolving the disputes between employees and employers through building a specific ADR system.
