“海上苏东”绿色发展战略的缘起与措施

近年来江苏海域由于海洋污染趋于严重、种养殖疫病频繁暴发、渔业资源显著衰退、海涂资源开发欠当,生态环境与资源状况恶化相当严峻.文章从陆源污染和海洋经济发展两方面分析了形成这一局面的直接原因,从发展规划、管理体制、海洋环境意识、绿色生产技术及资金和成本等方面剖析了其深层次原因.指出,要实现江苏海洋经济的持续健康发展,必须实施"海上苏东"绿色发展战略.文章提出了大力发展海洋生物资源保护培育业等一系列实施"海上苏东"绿色发展战略的建议.

The generation and measures of "marine Sudong" green development strategy

Recent years have witnessed the frequent breakout of agricultural crop and animal epidemics, fading fishery resources and improper exploitation of marine resources as a consequence of worsening marine pollution. The direct reasons for this are analyzed from the two perspectives of land pollution and marine economic development and the deeper reasons are explored from the perspectives of development plan, management mechanics, marine environment conception, green production technology, capital and cost. "Marine Sudong" green development strategy should be carried out in order to realize the sustainable and healthy development of Jiangsu marine economy.
