建立中国政策性农业保险的对策研究

农业保险作为现代农业发展的三大支柱 ,是WTO框架下政府国内支持的主要举措。农业高风险与农业地位的重要性、农业保险产品准公共物品性质等要求我们必须建立农业政策性保险。在借鉴国外农业政策性保险模式的基础上 ,探讨了我国可选择模式的利弊、政府行为、立法与运行机制。

Establishing the political agricultural insurance in China

As one of the three pillars of the modern agriculture develop ment, the agricultural insurance is an important domestic governmental support under the WTO frames. Agricultural risks and agricultural priority and the grantable public goods nature of the agricultural insurance products require us to set up the political agricultural insurance. On the basis of drawing lessons from some foreign political agricultural insurance modes, this paper discussed the pros and cons of the alternative modes available in China, government behaviors, legislations and operating mechanisms.
