Farmer Interest,Cultivable Land Conservation and Land Levying System Reform

Due to the land use control and real estate nature,the land for agricultural purpose can produce a large margin interest through levying for urban use.The center of land levying reform is how to distribute the earnings from the land levying.In essence,the differential earnings from land comes from economic development and how to distribute the earnings is the essential problem of the China model of social development.The current land levying system in China is generally reasonable as an institutional setup for the fast economic development.The reform should be oriented to improving the current levying system rather than abandoning it.
