低碳经济发展与政府角色探析

在全球气候变暖的背景下，低碳经济逐渐成为世界各国共同关注的战略发展方向和一种未来经济的新型发展模式。但其所追求的环境保护、资源节约等目标与市场主体的经济人特征相冲突，造成市场失灵，阻碍了低碳经济的发展。基于对低碳经济发展与政府角色关系上的研究，提出了模范带头、宣传教育、规划导向、制度创新、立法保障和政策引导等政策建议以发挥政府作用来推动低碳经济的发展，以为公共理性的实现提供理论支持。

An Analysis of the Low Carbon Economy Development and the Government′s Role

Under the context of global warming,the low carbon economy as a new economic development pattern in the future has gradually become the strategic direction of mutual concern around the world.However,its goals of environmental protection and resources saving are in conflict with the economic man characteristic of the market subject,which causes the market failure and hinders the development of low-carbon economy.Based on the study of the relationship between the low carbon economy and the government’ s role,this paper puts forward some sug-gestions such as model leading,propaganda education,planning and guidance,system innovation,legislative guar-antee,policy guidance and so on,to help the government to promote the low carbon economic development and provide theoretical supports for the realization of the public rationality.
