| 摘 要： | 土地征用问题是和农村集体土地的财产权问题联系在一起的 ,要切实维护被征地农民的合法权益 ,一方面 ,要促使农民对土地权益上升为典型的物权 ;另一方面 ,要建立公平、公开、公正的土地征用程序 ,探索以市场化的方式确定补偿价格。

| Abstract: | Land requisition is closely related with the property right of land. In order to safeguard the rights of the peasants, the rights of the peasants on land must be stipulated as shared property right. On the other hand, open, equitable and just land requisition procedure must be established, and marketable compensation pattern ought to be set up. |
