地方政府政策执行力是地方政府政策过程中不可忽视的核心要素,决定着地方政府政策执行效率的高低。政策执行力弱化的成因主要包括政策执行中的自利性、机制缺损、人员素质欠佳、监督乏力等。基于善治范式与构建和谐社会的内在要求,创新地方政府政策执行力提升机制应注重优化公共政策决策机制、创新动力机制、构建共建共享机制以及完善利益均衡机制等。

Promotion Mechanism of Local Government's Policy Executive Power Based on Public Governance Paradigm

The policy executive power,as the core element that cannot be neglected in local government's policy course,is the determinant of policy executive efficiency.The causes of policy executive power weakening include self-interest,defects in executive mechanism,personnel quality and weakness of policy surveillance and so on.Based on the inherent demands of good governance paradigm and construction harmonious society,innovating the mechanism of promoting policy executive power of local government should attach importance to optimizing public policy decision-making mechanism,innovate dynamic system, build sharing mechanism as well as perfect benefits balanced mechanism.
