政策问题与政策议程

政策问题就是经过一定的渠道反映到有关决策部门，成为决策者研究和分析人员分析对象的社会问题或公共问题。社会问题被认定为政策问题，并被纳入到决策机构的议事日程或行动计划的过程,就是政策议程。政策议程实质上是社会公众反映和表达自己的愿望与要求，促使决策者制定政策予以满足的过程，也是决策者综合与平衡不同阶级、阶层和集团的利益，并通过政策制定予以确认的过程。

On Policy Problems and Policy Agenda

Policy problems are a sort of social problems or public problems which are reported through certain channels to relative decision-making departments and become the objects studied by decision makers and analyzed by analyzers. The process through which social problems are recognized as policy problems and included into the agenda of decision organization or action plan is called policy agenda. Essentially,the policy agenda is a process through which the social public response and express their own wishes and requests, which urges the decision makers to make policies and meet the need of the pubic and also a process by which the decision makers synthesize and balance the interests of different classes, ranks and groups and confirm through policy making.
