| 摘 要： | 国有资本结构全局优化是指通过国有资本流动和重组，健全资本金充实机制和自我积累机制，适当收缩国有经济战线，调整国有企业行为目标的重点，把国有企业的政策工具作用限定在一定范围内，从而实现国有资本结构在国民经济结构中的整体优化。国有资本全局优化的外部支持条件是推动银企联动改革，建立新型社会保障体系、社会信用环境和市场导向的投资机制。

| Abstract: | The improvement of national capital structure means limiting the role of national enterprises as policy instrument in a degree to realise the integral improvement of national capital structure in national economy structure by the flowing and restructing national capital, perfecting the mechanism of capital-fallfilling and self-aumulation,decreasing the national economy and adjusting the behaving aims of national enterprises.The external support conditions for the overall structure optimum are as followed:joint reform of enterprises and banks,the establishment of social security system,social credit environment as well as market-oriented investment mechanism. |
