预防未成年人犯罪应尽快恢复和完善工读教育

工读教育是我国在建国初期创设的一种特殊教育形式,对教育和挽救失足未成年人曾发挥过极其重要的 作用。然而,由于社会结构的变化、人们认识观念上存在的误区以及法律规定上的滞后性,目前工读教育风光不 再,甚至陷入严重的生存危机。但是工读教育在现今条件下并未失去存在的价值,它对于预防未成年人违法犯罪 仍然具有十分独特而重要的意义。为了有效预防未成年人违法犯罪,应尽快恢复和完善我国的工读教育。消除社 会公众对工读教育的误解、完善相关立法、加强理论研究、培养和引进专门人才,是使工读教育摆脱困境走向复兴 的重要举措。

Prevention of Delinquency: Resuming and Improving our Country's Reform Education

Reform education is a special education created by our country. It once played a very important role in educating and saving the juvenile delinquents in our country. However, reform education isnt so prosperous as it was. It falls into a serious existence crisis because of the change of the social structure and people's misleading idea as well as the lagging of legal provisions. Even so reform education will not lose its value of existence under today's condition. It is still of unique and important significance for preventing delinquency. To achieve this, we should resume and improve reform education in our country as soon as possible. It is very important to dispel the misunderstanding about reform education in public, improve relevant legislation, train and absorb the specialized personnel so as to extricate reform education from a difficult situation and revive it.
