| 摘 要： | 国有企业资本结构问题是制约其改革深化的难点之一。国有企业的根本原因在于政府行为扭曲了企业市场关系，目标多元化使企业偏离了价值最大化目标。对国有企业资本结构的调整必须针时不同的国有企业分别进行。

| Abstract: | In the view of the universal characteristic in state-owned enterprises highly debt ratio this paper gives an explanation that the government distorts the relationship between enterprises and market.Pluralistic goal of state-owned enterprises deviated the capital structure from the traditional tradeoff theory.Then this paper gives a thought to adjust the capital structure of state-owned enterprises. |
