意、法、英国有企业产权制度改革及其对我国的启示

意、法、英三国国企产权制度改革，从总体上看，基本实现了政企分开，政资分开，使企业拥有独立的法人产权，享有充分的经营自主权，并且从制度上保证国有企业按市场机制运作。从我国国情出发，我国国有企业产权制度改革应建立“三层互联”的目标模式，具体改革过程从三个方面展开(1)从国有产权主体层面上建立国有产权总部；(2)从宏观层面上建立国有产权经营公司；(3)从企业层面上建立经营公司。

Through the analysis and comparison of the state-owned enterprises property rights reform in Italy,France and Uk,in legated the history and present conditions of the state-owned property right in our country.“The related three levels”,a new thought of property rights reform in our state-owned enterprises were made out.(1)Building a state-owned property headquarters on the main part of state-owned property level.(2)Building a state-owned property rights company of management on the macroscopic level.(3)Building a company of management on the enterprise level.
