我国保障性住房制度的公共性缺损及其治理

保障性住房在满足中低收入家庭的住房需求、维护人的基本生存权和居住权利、促进社会和谐稳定方面发挥着重要作用。从目前来看,我国保障性住房制度其公共性在价值理念、供给主体、保障对象和实施手段等方面存在缺位或越位问题。需要重构价值理念体系框架、构建多元供给主体机制、健全保障对象分配与管理运行制度、完善公共权力监督体系等,以充分体现保障性住房的公共属性,从而切实保障和改善中低收入群体的住房民生。

On the Public Property Defect of China' s Housing Security System and Its Countermeasures

Housing is very important to people’s livelihood.Indemnifactoty housing plays an important role on meeting the housing needs of low-income families,the maintenance of basic human rights to subsistence and residence rights and the promote social harmony and stability.Judging from the current situation,there are a series absence and the offside problem in many facets of government responsibilities,functions,concepts and implementation.Accordingly,it is imperative to reconstruct the value system framework,multiple mechanisms of subjects,allocation and management system of objects,supervision system of public power to further embodies the public property of the indemnifactoty housing system and effectively protect and improve the people’s livelihood of low and middle income group housing.
