Forms and reasons of drop-out vary from place to place,so do the countermeasures in different regions with their particularities.Therefore,to avoid or decrease the primary school dropouts in the Tibetan pasturing areas,it is necessary to strengthen the school education and teaching reform by establishing a diversified education target system,offering a wide range of curricula,taking a ＂bilingual teaching＂ or ＂Chinese language teaching＂ method,enhancing teachers＇ professional feelings,and making a scientific planning and adjustment of school layout and other measures,and to strengthen government functions by intensifying the publicity of the laws and regulations and their enforcement,accelerating the economic development in pastoral areas,increasing investment in school boarding education,enriching cultural life of pastoral areas,etc.
