农村城镇化进程中农地确权引发的社会冲突与治理——以P镇涉农土地纠纷为例

城镇化背景下,农村城镇化发展迅速,传统农村受城镇化和社会其他多元化思潮的影响,农民的土地权益保障意识得到畸形发展,涉农土地纠纷事件愈演愈烈,成为农村基层治理的难题之一。本文基于P镇涉农土地纠纷现状的调查思考,分析其在农村城镇化进程中给农村基层治理带来的问题,这种过渡型农村基层治理需要理清城镇化与土地确权的关系,将二者相互影响关系下所产生的社会冲突做一个系统、全面、深入的分析,在充分理解农村社会的基础上,充实农村基层治理的研究。

The Social Conflict Triggeredby Confirmation of Rural Land Right and Its Governanceunder the Background of Rural Urbanization-Taking Rural Land Disputes in P Town as an Example

Under the background of urbanization ,rural urbanization is developing rapidly .The traditional rural soci-ety is influenced by the development of it and other diversified social ideological trend ,the farmers’ protection conscious-ness of land rights and interests get deformed development ,rural land disputes intensified ,becoming one of the most diffi-cult problems of rural grassroots governance .This article ,based on the investigation of the rural land disputes of PTown , analyzes the problems the rural land disputes brought to the rural grass -roots governance in the process of rural urbaniza-tion .The transitional rural grassroots governance needs to clarify the relationship between urbanization and confirmation of rural land right ,make a systematic ,comprehensive and in-depth analysis onthe social conflictsarising from the interaction between them ,and on the basis of full understanding of the rural society ,enrich the research of rural grassroots gover-nance .
