Discrimination of the Mainstream of Public Opinions |

| Abstract: | It was written in the National Eleventh Five Year Plan of Cultural Development Layout that we should consolidate and develop positive and healthy mainstream of public opinions. It is an important notion that our party and govemment bring forward to handle the new stage, new situation and new challenges. It＇s importantly meaningful in both theoretic and realistic sectors to identify and differentiate its notion and meaning. |
