| 摘 要： | 随着全球社团革命的兴起及治理与善治理念的提出，非政府组织正在成为公共危机治理的重要参与和协作力量。要实现公共危机的多元共治，必须建立政府与非政府组织的协作伙伴关系，形成良好的互动机制；克服制度性缺陷，在非政府组织内部建立完整的危机应对机制，为非政府组织参与公共危机治理提供助力，确保公共危机的顺利解决。

| Abstract: | With the rise of mass organizations and the proposal of good governance, non-governmental organizations （NGOs） are growing into a significant power in the resolution of public crisis. For multiparty governance of public crisis, the cooperative partnership between government and NGOs must be established so that a sound interactive mechanism can be founded and systemic defects can be remedied by a full set of crisis management strategies found within NGOs, ensuring NGOs can well contribute to the resolution of public crisis. |
