| Abstract: | Considering that state ruling is the core of political studies, this article attempts to examine the basis of state ruling from the angle of humanity. It has discussed the relationships between innate goodness of human and virtue ruling and between innate evilness of human and law ruling. Traditional Chinese governing theories and the historic significance of state ruling in the light of humanity are also presented. |
