高校腐败及其治理状况的调查与研究

高校腐败已经成为当代中国一种重要的腐败现象。本项研究建立在对高校干部、高校学生和学生家长三个群体的问卷调查基础之上，分别考察了高校腐败的总体状况、高校腐败的重点领域、岗位和人群、高校腐败的原因、人们对高校腐败的亲身经历及态度，并探讨了遏制高校腐败的可能的举措等问题。研究发现，高校腐败已较为普遍，尽管并不比其他领域更严重。基建工作、评审工作和招生工作已经成为高校腐败最为严重的三大领域。高校腐败与现行高等教育管理体制的管理不善有着密切的关系。遏制高校腐败的方向是走向高校善治，具体来说就是在教学科研和教学事务中让教师和学生有更多的参与，高校管理的基本信息特别是财务信息有更高的透明度，对高校管理有更多的外部监督和审计，在不同类型高校之间有更多更公平的竞争等。

Study on the Issue of Curbing Corruption in the Higher Education Sector

Corruption in the higher education sector has become an important part of corruption issues in con- temporary China. This study is based on the survey on the three stake - holder groups, namely, university cadres, university students and student＇s parents. The paper has touched the following issues ： the situation of corruption is- sues in the higher education sector, those jobs and positions that have high risk to engage in corruption activities, the causes of corruption in the higher education sector, the attitudes of the relevant groups toward corruption in col- leges and universities. Finally, the paper has discussed the possible measures to tackle the corruption on campus. The research findings include the following： though the situation of corruption in the higher education is not more severe than other sectors, this corruption is still prevalent. Construction projects, review and selection work, and the recruit of students form the three sectors with the most serious corruption according to the degree of corruption in the higher education sector. The poor governance connected with the current higher education management system is the main reason that causes the corruption issues in the higher education sector. To curb the corruption in the higher education sector good governance should be established, which means more participation of teachers and students in the management of teaching, research affairs and student affairs, more transparency of the basic information on uni- versity affairs, especially its financial affairs, the supervision and audits from the outside of the universities, and more competition among different types of colleges and universities.
