网络社会的信息灾难及治理思路

信息灾难是在网络社会中赫然出现的一种灾难,意即因诸种信息失范行为或信息行为失范而导致的各种社会灾难,具体包括两层涵义：一是指因信息行为失范和其他原因而导致的社会信息系统灾难;二是指因信息行为失范及相关原因而导致的社会运行系统灾难。信息灾难易发生于社会的金融证券、交通运输、水利管理、医院管理和军事管理等领域。导致信息灾难的信息行为包括笨拙性信息行为、随意性信息行为、紊乱性信息行为、恶作剧信息行为、刑罪性信息行为和颠覆性信息行为等。在当今网络社会中,深入研究信息灾难的有关理论,切实加强信息灾难的社会治理,显得十分必要。

The Information Disaster and Governance Ideas in the Network Society

The information disaster is a disaster loomed in the network society. It means the various society disasters triggered by the information anomie behavior or information behavior anomie. It has two layers of implication： one is the social information system disaster triggered by information behavior anomie and other reasons,the other is the society operation system disaster being triggered by information behavior anomie and other causes. Information disaster happens more often in the social fields,such as finance,traffic,water conservancy administration,hospital administration,and military affairs administration. Information behaviors that trigger the information disaster include clumsy information behavior,arbitrary information behavior,mussy information behavior,juggle information behavior,criminous information behavior and subversive information behavior. In the network society,it is necessary to study in depth the theory of the information disaster,and to strengthen social governance.
