北洋政府的寺庙管理政策评析

北洋政府在统治时期,制定了一些管理寺庙的政策法规,主要有《寺院管理暂行规则》、《管理寺庙条例》、《修正管理寺庙条例》等。这些法规试图制止当时社会上侵占寺产的行为,以敷衍宗教界保护寺产的强烈呼吁,但成效很差。究其原因,主要归咎于北洋政府缺乏诚意及管理措施不得力。

A comment on administration policy of temples by the Beiyang Government

During the time of the Bei-yang Government, policies were made for the administration of temples. They consisted mainly of The Provisional Regulations for Temple Administration, Regulations for Administration of Temples, Amendments of Temple Administration Rules, etc. These had been issued chiefly for the purpose of stopping the annexation of temples property since there were strong appeals from the religious circle of the time for the protection of temple properties. But as the government of the time had no sincerity and failed to take effective measures for the implement of these regulations, they had achieved rather poor effect.
