构建社会主义和谐农村必须有效应对农村群体性事件。政府应当大力发展农村经济,增加农民收入,减轻农民负担;推进基层民主政治建设,形成多元利益表达和参与机制;提高基层官员的政治素质和业务素质,健全重大决策论证机制,完善基层官员负责制和责任追究机制;加强思想政治工作,强化社会认同,提高农民的法治观念和政治参与能力,最终将农村群体性事件纳入制度化体系。

To construct a harmonious society in the rural areas demands efficiency in dealing with rural collective actions.The government should make every effort to develop the rural economy,help farmers increase their income and reduce their burden;promote democracy at the rudimentary level and representation of diverse interests and active participation.Moreover,it is essential to improve the officials' professional and ideological quality,promote the proof-based mechanism for major decisions,and responsibility and accountability system for rural officials.Better ideological and political work,increase in the social identification and awareness of law and political participation are equally important.Ultimately,collective actions in the rural areas should be made part of the social institution.
