| 摘 要： | 应对突发公共卫生事件,必须有相应的应急管理机制。为此,要建立常设的应对管理机构,构建起完备的应急管理体系和运作机制;要把应对突发公共卫生事件纳入法规化、政策化的轨道,通过制定相关法规和政策,不断完善应急管理机制;要采取坚强有力、高效灵活的应急管理方式,强化政府的行政管理手段,进一步发挥公民社会组织的治理职能,并采取及时而灵活的应急措施。

| Abstract: | To deal with public health emergencies, there must be a corresponding system, for which an office should be set up to take care of the management. This system should be taken into consideration in our legislature and policy making so that the system can be improved by virtue of laws, regulations or policies whenever it is necessary. While the management of the system must be powerful, efficient and flexible, social organizations can also play an important role in taking timely and flexible measures against public health emergencies. |
